The referendum and the mechanisms of Establishing a State in South Kurdistan

              A conference was held on a symposium of the Faculty of Law and Political Sciences / Duhok University in cooperation with both of Kurdish Parliamentary Union - the right of self-determination Board and the Kurds Lawyers Union - Europe on 7/5/2017 at 10 pm in the conference hall / University of Duhok in which the referendum and the mechanisms of establishing a state in South Kurdistan had been debated. The presenters presented several working papers on the self-determinations' referendum, mechanisms of implementation, and types of these mechanisms. Then, they discussed the importance of these mechanisms in order to form a state in South Kurdistan. The working papers were submitted by:

1-    Mr. Ali and Mr. Siddad members of the Kurds Lawyers Union – Europe who focused on the referendum to be held in South Kurdistan and stressed that the elements of the procedure of success is sufficient at the political level in South Kurdistan more than any other independent state. They also pointed out that they have created a website for the referendum of South Kurdistan in Europe in order to gain more votes and create a European public opinion that supports the right of Kurdistan to be independent.

2-    Dr. Abdul Bari a teacher and a member of the Kurdish Parliamentary Union – the right of self-determination Board, who presented a working paper, emphasized on the referendum and its types, and then he talked about the importance of a pre-referendum law.

3-    Dr. Aveen Khalid AbdulRahman a member of the faculty and head of the political sciences department at the Faculty of Law and Political Sciences - Duhok University presented a working paper that focused on the ways of the origin of the states such as separation, disintegration, union. Furthermore talked about the legal basis for the emergence of states such as the right of self-determination and the constitution of the state. Then she talked about the right of South Kurdistan to be an independent state and its' international foundations and the internal basis.

               After the presentation of working papers, the discussion was opened to the audience, whom had many questions in their minds to be asked and the members of the seminars answered them.
